Well, first of all, their mentality is different; I doubt they litter as much as the rest of us do. However secondly, they have jobs for everything (for example 3 parking guards, for a small 2 story 'mall' parking; unnessecary). Plenty of people 'employed' to clean up any trash that might be lingering around.

Oooo, is that a poster for the second part of the Fullmetal Alchemist anime? . This does show the typical idea that Japan is FULL of singboards for stores and other things xD .
