Adobe has a lot of tutorials on their website to get you started with Flash animation. As for acquiring a copy of Flash, I'm told ebay is a pretty reasonable source. You won't need a really modern one unless you have specific features you're after (3D effects, for instance) or are interested in importing Photoshop or Illustrator drawings into Flash. If you're into doing some programming (like you want to do games or something), I would strongly suggest getting a version that supports ActionScript 3, it's a much better language than ActionScript 2. I personally use CS3 at work, and don't have very many good reasons to upgrade (though the 3D stuff has me tempted to get an upgrade to CS4). You could probably get by just fine on a much older version, which would be a lot less expensive.

There are also "knock-off" versions of Flash out there. For instance, Sothink produces a program called SWFQuicker, which is much less expensive than Flash. It's not nearly as good, but it'd get you started.
