I need a program that will allow me to take multiple audio tracks, combine them into one, and then sync that to a video. An example would be taking voice tracks of people saying lines, combining them, and then syncing the track to an animation.
A few programs come to mind, but I want to have some other opinions.

With a quick study, you can do all that with whatever Windows already has. Tricky, yes, but no unnecessary downloads, try n' fails etc. Although it might show in the quality.
-Combine sounds? Sound recorder has "Mix with" function.
-Not .wav sound? Correct some settings and you can record any sound in computer with Sound recorder.
-Video and sound? Movie maker to the rescue! It has nice effects, too.
Cons? Quality and possibly filesize too.

Yeah, the basic windows stuff doesn't cut it. File size doesn't matter, but quality really does.
So here's what I'm gonna use this for. My friend had the brilliant idea of making a machinima and putting me in charge of audio. We figured out that the main reasons allot of machinimas fail is because of the sound quality. So we have someone recording the video, and everyone else has a microphone that they record their own lines into. I have to take all of those one line tracks and make them fit the video as one track.

Video...have someone else do it because that will end up being harder then you think to find a free good video editor....unless you still have an ubuntu machine...or if you want to spend money...Sony Vegas.
use audasidy to cut the clips into 100 clips (or overlay them) and boom that should work

Well I'm not doing the video editing, I have to sync the audio to the video. Well, not the major video editing anyway.
Oh, and the program doesn't have to be free.

I think VirtualDub might do it. I'm not 100% sure though.

if i were you i would try and do it in audacity and virtualdub (might mean flicking between windows and its a bit of a bodge but its Free)
