My motherboard, an old ASUS P5QL Pro, only supports USB 2.0 and under, but my case has two USB ports on the front panel: one 2.0, and one 3.0. I was wondering two things:
1. Can I get some kind of upgrade which will give me 3.0 compatibility, short of getting a whole new mobo?
2. Failing that, is there a way I can at least hook up the 3.0 port, and have it function as a 2.0 port? I'd like to be able to use both, either way.

If you have a passthrough like that on your case (some do) then yes. You can turn the 3.0 in the front to a 2.0.

If you have one like this then no. The only way to get 3.0 on your PC is with a PCI card.

The only way to have pure USB3.0 other than from the PCI slot is that you need this plug on your motherboard:
