I have to say zip. Mostly because all you have to do is go in and there they are. With a rar file you have to have some sort of program to do anything with it.

OP, .tar and .gz aren't two formats, they are one. See tar and gzip for more info.
The short of it is that a .tar file is an archive, but it isn't compressed. gzip(the .gz) part can only compress a single file into a single archive. So, for the past 20+ years, people have been making large archives(in the linux world) through combining the two to a .tar.gz file(a tarball that's then compressed). This provides for good compression of small files at the expense of being able to cheaply(cpu-wise) extract random files from the archive.

Zip, on the other hand, was developed by a different group and supports multiple-file compression, at the expense of small-file compression ratio. Note, mind you, that for what we're talking about here it really makes no difference - jpg is -already- compressed, and you won't get much benefit from any particular algorithm; the main reason we're using it is for the 'archive' part; being able to take all those 100k jpegs and make them into a single large file.
