I can see this (tail hole size) being more of an issue for otters, beavers & dragons than for felines and canines. Waistband size could be for anyone.

On the other hand I imagine having fur would be very high maintenance a logistical hurdle. And it would also pose a number of problems, like taking ages to dry. Also one of the reasons humans tend to have very few external parasites compared to other animals Is our lack of fur.
