I think it might be simply to keep a location check on them. They wouldn't want to have devoted all this time to capture him again, only to lose him in a city that leads anywhere.
I do think that blackmail could be a serious option. Between Trace and Flora, Keith and Natani, and even the slaves they've got some serious dirt that might get them in trouble. For Keith's case, he resmbles the Basitin Empire. If someone approached him, he would be absolutely destroyed. Unlike Trace and Flora, Keith has an actual list of things people could do at anytime to destroy him: his creditably to the Basitins, putting Natani in danger for by 3 separate things, or just threatening to harm Natani. But, unlike that last option, willingly putting her in danger is something he could never live with. So when told to comply with something, say, watch / capture Trace, they could either threaten to revel her identity as a male which destroys her chance of going back home and causing social embarrassment, reveal that the Basitin Ambassador is in love with her. Oh, and she happens to be a wolf who kills people for a living.
Like you guys said, they don't seem like planning on confronting him directly, so with all these weak links around Keith, it could be serious. That's made even worse when you remember that Evals want's freedom and might be willing to go to some lengths so Eric doesn't make him a slave again, and Eric himself is a businessmen, it's important to remember he isn't close to the group in the sense as "good friends" really, he's doing all this for money.
Now, his ships burned down, and it's uncertain to what lengths he'll go to get said money.
