Perhaps it's coded to only activate when someone is touching it, ie what Keith is doing here? Otherwise, Natani (or rather, anyone wearing them) would probably feel whatever the other cloth was up against all the time.

Agreed; IIRC just after his fire-damaged robe fell apart the enchanted binding cloth came unravelled as well. Remember, Zen said "How'd you lose your clothes again." It seems to be a habit.
(Except when it's a robe.)
