He's gone to the other side of the island to visit the ladies. They learned of his heritage and gave him the customary "welcome home" body paint.

In the real world it depends on the tribe/culture; it might be yourself, your family, the other warriors of the tribe, the shaman. It really depends on what the body-paint was meant to represent.

Either that, or the way the half-cloak is attached (apparently via a piercing under the collarbone) is kinda painful.
