Best way I can put the wabbajack, is that it's a staff from the daedric Prince of madness, and the staff is as random as his own whims.

Just be prepared to spend a few hundred hours in front of a screen. There's a lot of things to do in that game.

I think it's actually more of a reference to the Shivering Isles DLC from Oblivion. Also a great game and worthy of a playthrough if you haven't yet.

Wabbajack first appeared in the second Elder Scrolls game, Daggerfall. It turns NPCs into a random creature. Skyrim added other random effects. It is a gift from the god of insanity given as a reward for completing his quest in each game. He does not warn you.
