f I'm understanding your question right, no, you have to be logged in to set your time zone. If you're logged out you appear as a guest, there's no way to tie a time zone to a particular guest. (Well, there is, but then each guest would end up with a pseudo account that would be a hassle all around).

Yep, you can actually thank Tom for the new styles! I didn't look long or hard enough clearly. :P Also, forgot to add - search is supposed to be dramatically better as well. New database brought full text search along, it's supposed to be matching on anything between 4 to 84 characters. So go crazy ...
