Is it just my imagination or is Vehra looking less "soft in the head" than in previous appearances? Might her mind be recovering if her exposure to magic has been reduced/removed? Did she have any specific skills in basitin society beyond a simple servant role?

To me those runes in your first link look a bit oriental but they could be totally made up by Tom. Natani recognized that the shackle had runes but remember she's illiterate (which I say includes magic runes, not just current spoken languages of Mekkan).
