It's just a subtle background feature that is easily overlooked but adds to the worldbuilding and "foreignness" of Mekkan. I can see this (tail hole size) being more of an issue for otters, beavers & dragons than for felines and canines. Waistband size could be for anyone.

If you grayscale it (or are colorblind), I don't really see any discernible expression in any of those panels. The only real emotion I've seen other than fear (of dragons) is in the keidran transformation sketches.
