Currently, they charge either a flat fee (my mother pays $30/month flat) or by transfer rate ($40 per 6 gb upload/download, perhaps.) Ah ok. So from what I have gathered from reading articles is that Net Neutrality means that the ISPs cannot or should not charge content providers for traffic priority? and the ISPs want to charge the content providers for the high amount of traffic and bandwidth that they bring on to the ISP's network? Actually, the Department of Labor does not have any regulations concerning lunches or breaks, and leaves it up to the states.
